since im new, do dyo's work the same way as they do in nations? and do they require a design check?

Alright no they don't only a design your really unsure about it , its probably faster without a design check but its up to you. It will take a lot longer probably to get it checked your better off probably not getting it checked unless your worried about it not being accepted .

you'll have to make a judgement call on whether those stars are alright to stay, I read in the traits section that nebula like designs can be used for dark types. Also the scarf is just an accessory for her reference, its not part of her design

alright thats what I was thinking as well, it depends on how the mods see it. I read in the fusion section that stars/nebula were okay for dark deltas but since mew has... well no markings at all I wasn't sure if it would be alright.
