I luv the lighting and the perspective.
It gives it quite the crisp, clear, and magical feeling.
ANd this picture definitely puts you in the mood of wanting to go abra- kadabra somthing.
Plus I love the background.
The swirlish and blurry effects are an eye-catcher and definitely dazzle my eyes. 8D

I agree with the above comments, the picture is very well drawn. I don't see the femininity, although if you look only at the right half of the face (from my point of view, looking at the monitor) and lower part, I can see what you mean by it seeming to be feminine. The left upper part of the face adds the needed masculinity with a well-draws eyebrow curve.
