Alan Gaskill is multi-millionaire founder of New Venice City, a floating utopia off the coast of California. As well as its protector in his alias as Shark-Man. Alan and his floating city have its enemies, despicable villains that have laid in wait for the city to be completed. People close to Alan waiting to seize the new opportunities that Alan tried so hard to keep his city away from. In the last few months Alan has been forced to defend his city by adopting the identity previously held by his father until his death nearly 20 years ago.

As the story opens the recently widowed Alan Gaskill finds both his and Shark-Man's attention needed at the same time in different places.
