The toolbar is just used to move the icons to center, you don't put shortcuts inside it. When you create it you drag the left edge all the way to left and than you drag the right edge to make them centered. I don't know how to explain it better. Try following this tutorial or google for a video tutorial.

Hi, welcome to deviantart.
It's just a windows 10 taskbar.
You can use start is back ++ or 7+ taskbar tweaker to make the icons bigger.
To center them you add a new toolbar to empty folder, uncheck show title and reposition.
