How do you use CS3 for this vector/vexel work? I''ve been advised to try Illustrator..

it's done per layer in cs3 using pen tool.
much like vectoring in illustrator. but it gives off better quality and detail especially if your gonna print it on a large scale.

yes they don't, that's why illustrator is much better to begin with.
