This is one of the reason why I think Salem doesn't fit the role of big baddy, especially the one who control an entire army of 'supposedly' nightmarish creatures of grimm. Her character is just too easy to be humanized and sexualized (self-explanatory).
Or maybe it's just a matter of expectation. Before her first cameo on the post-credit of V3, I was expecting Salem to be like the Lich from Adventure Time, a physical embodiment of extinction and destruction. He doesn't want to oppress and conquer. He doesn't want to rule. He doesn't need adversaries. His only true desire "is the extinction of all life". He might not as manipulative as Salem is, but he's terrifyingly efficient in destroying worlds.
