It's a quote from the book. But miss pie is telling pinkie to rise, pinkie does and says she obeys to signify she has no choice.

I got this dream sequence from the book. But i would have to say you are right. It's meant to dive into the mind of the character. I think it fits because it shows that Twilight doesn't trust Miss Pie without her having to upright and say it.
