Here is what I picture the others would do.
Ozma: Would facepalm and agree with her son.
Dorothy: Would shout saying "You're going to have to make it up to them."
Lion: Would say "This is why I'm only with the hungry Tiger."

I know a sweet way Scarecrow could make it up to them. Call me a hopeless romantic,but I like a man or girl who can surprise ya. I just picture Scarecrow surprising them by cutting their work load so they can take a break.While they are out fuming,and neglecting their dress shop (Scraps,Got that off of a new incarnation of the Wizard of Oz that has her in it.) So Scarecrow does that for her.And Tinman,he rules Winkie/Tinland handle the issues until both come back.
What Scraps had to do that Scarecrow did for her: Make Ozma a new outfit aswell as Dorothy for a formal event.And some munckins were having a coming of age event,so six dresses for that.And a personal dress for special accaisian.
Tinman: Had issues coming up with oncoming rainstorms.And the crops for the non mechanical citizens became a issue since the wirlygig (Again from a WOZ show that a city use to keep rain away.) Keeping the rain away,so the Scarecrow made some plumming to feed the crops.
Boy are both surprised after finally coming back.
