As one could expect with Julius Steel's Anti- Titan and Godzilla views, it was only necessary for him to build a weapon capable of taking them both on. He had numerous ideas for one but could never figure one out. Then he had it all come together and have a weapon to use. This is where the HMER come into play.

The H.M.E.R as one could guess was created for the very sole purpose of destroying Godzilla, Sym Bionic Titan, Muttradi and any and all types of Kaiju that in Steel's eye posses a threat to the world and need to be terminated. After test runs that were very successful Steel had a new found confidence in the bot.

The H.M.E.R is an impressive accomplishment in terms of Earth technology. The H.M.E.R stands nearly as tall as Titan and uses Mutraddi metal as the outer armour. The H.M.E.R is painted a traditional Olive Drab in honor of the U.S military and silver highlights are used for under the armour and gears.

When he got word that not one not two but three Muttradi monsters were sighted in different parts of the world and heard that Godzilla was intercepting one in San Francisco, He deployed the HMER to kill all both of them. Once Godzilla kills the Muttradi, the HMER goes into to take on the Kaiju King.

Clearly angered and little exhausted from his battle with the Muttradi, Godzilla engages the mech. Steel believes this is his chance to kill him but Godzilla proves otherwise as he smacks the Mech with his tail and rips its arms off and severely damages it with his atomic breath.

Steel desperately fires all the H.M.E.R.'s ordnance, but only succeeds in destroying most of San Francisco in front of the world news.
