All of that was done before they truly fleshed out his character, though. The Archie comics also used the brown hairstyle for him, as well, and that was this year.

Ah Blues's hair, the Team Jacob/Team Edward debate for Rockman.
The image you linked me was drawn by Inafune for Rockman 8, PSX, 1996. The second image I linked was from Rockman Complete Works, 1999, and I have always used Rockman Complete Works as an art reference for any Rockman fanart. It's all fair game. As far as Archie comics goes, I don't see why Ariga's Megamix-Gigamix is any less valid of a reference than the Archie comics just because it's older and Japanese.
But to cut off any further subjective conversations about Rockman canon discrepancies, I can say with unwavering confidence that I have never liked the Rockman 8 character design for Blues and will never draw him that way, even if Team Mile High Hair Fringe threatens me at gunpoint.

Affff, you always blow me away with every lovely piece of artwork you do. Blues looks amazing in your style, I especially like his eyes and your use of colours. Your backgrounds are getting beautifully detailed too, I'm not sure if it was you or another artist I watch, but you hadn't done many backgrounds and you improved a lot with each one.
