Not many villains don't make their intentions clear from the start. They're evil and they do evil things.

Those three, in particular, aren't the only ones to "make their intentions clear". Sunset, Discord, and Tempest were perfectly clear about being evil and Starlight was pretty clear about ruining Twilight's life out of spite.
That's why they had to change their minds.

Tirek and Cozy never had anyone try to convince them to change as I'm sure you've been told many times already, and Chrysalis had Starlight try once.
Sunset got blasted by the elements and extended, Discord had to be reached out to extensively and betrayed by Tirek, Tempest had to be betrayed by the Storm King and shown compassion, and Starlight had to have Twilight show her bad futures, learn her past, and reach out to her.
Yeah, they saw the error of their ways AFTER an effort was made to understand and reform them. Not chucking them into Tartarus and turning them to stone at the first opportunity.

Probably not. Discord never asked for mercy, or Starlight.
Mercy's not something you give to someone who deserves it. That's why it's called mercy.

Sunset tried to murder Twilight and conquer Equestria, Starlight held her against her will to brainwash her and tried to ruin her life in spite destroying countless worlds in the process, Tempest betrayed her own kind and helped the Storm King enslave Equestria and drain the magic of the Princesses for selfish reasons, and Discord spent centuries causing chaos, ruling as a tyrannical puppet master making everyone miserable, turned the world upside down for his own amusement, planted plunder seeds to kill the tree of harmony and imprison Celestia and Luna forever causing the Everfree forest to go out of control, and he didn't warn anyone about it even after he was "reformed", sold out Equestria and helped Tirek drain everyone's magic, and brought back and united Sombra, Cozy Glow, Tirek, and Chrysalis together to attack Twilight in the first place.Β
No one deserves forgives. Again, that's why it's called mercy.

Discord definitely doesn't deserve mercy. Literally half the problems in the show are his fault.

By the way, regarding Discord: Think about what his plan was.
Gather four villains together and force(!) them to attack Equestria. Watch them fail. One of them gets killed going it alone, again, after Discord all but said he'd bring him back it he failed.
When they do eventually fail, take it upon himself to decide their punishment, which is just about the worst outside of killing them outright.
Who thought this was a good idea? It's frikkin' TWISTED, is what it is.

Discord changed because he realised he always been alone and wanted to change that. Not sure about those three.

Chrysalis lost her hive and misses them.
Tirek was betrayed by his brother and shunned by his father his whole life.
Cozy doesn't have a family.
None of them have any friends and the closest they've ever come is each other.
I think it's pretty clear they're also lonely.
