Actually, quite a lot of stuff we have today was built during the Depression by labor armies as attempts to keep people employed (and therefore alive). Mainly dams, dikes, and other massive projects to redirect or stop water flow so it could be harnessed for electricity and irrigation, or to prevent flooding in cities like New Orleans.

In the book Foreign Enemies And Traitors: The Greater Depression and Civil War 2, after the economic collapse of the US and disaster in the form of a hurricane and two major earthquakes (and the Democrats getting a constitutional convention and gutting the Bill of Rights and adding in a bunch of bullshit), the government forcibly relocates people from the earthquake zone and uses them for slave labor. Ditto for anyone they convict of owning an illegal gun (any gun, basically), hoarding gold or silver (since money is almost worthless), or any of a million other things.
