I think the website was lee-soft.com, you get ViOrb, ViStart or ViGlance (which all have that startbutton) there.

I'm pretty sure because those seen visual mistakes are caused by ViOrb a few time ago (should be fixed for some time).

It wasn't Viorb, it was Windowblinds.
