Nero's personality matches his dark powers. He is the opposite of his older brother, Weiss: quiet, brooding, impassive, and unemotional. Because Weiss is the only one who loves him, Nero harbors an obsessive love for him, almost to the point of worship. Nero explains to Vincent that Weiss was the only one to have ever loved him, and Nero would only ever love Weiss. Thus, he is prone to explosions of aggression should anyone threaten Weiss.
There are many conflicting aspects of Nero's personality, with the contradictions centered around Weiss: his older brother's strengths balance out many of Nero's weaknesses, but simultaneously inspire extreme dependency and lack of emotional control. This paradoxical temperament makes Nero's behavior unpredictable. Although he is mentally unstable, having been created through unethical bioengineering and human experimentation, he is among the more levelheaded of the Tsviets. Ultimately, Nero only genuinely cares about Weiss. He is willing to destroy the world to revive his brother.
He almost caused the end of the world out of love for his brother. Intergrade implied he was already crazy to begin with, but Weiss's death pushed him off the edge.
After Weiss was revived by Nero (Nero and Weiss merging together), he lost his memory after his fight with Vincent.
Dirge of Cerberus as well as Opera Omnia confirms that Weiss loves Nero as much as Nero loves him. He did not really care about the plan. He fused with Omega to get rid of Hojo and also to fly away with Nero in order to be together. In Opera Omnia, he told his personal story to Sephiroth and said that without Nero he would not have made it and also feels incomplete without him. When he recovers his memories he is extremely upset about having forgotten about him out of all people and misses him terribly.
