Weiss and Sephiroth meet in Opera Omnia and do have a strange relationship of love-hate, and Weiss reveals only to Sephiroth about his love for Nero (it is confirmed there that Weiss loves Nero as much as Nero loves Weiss, and also that Weiss idealizes Nero as well). Weiss also told Sephiroth that he does not serve anyone who is weaker than him, so they must fight first, and if Sephiroth wins, then Weiss will bow to Sephiroth.

They both carry Jenova cells, both have white hair and love katanas, and both love being shirtless. But Weiss is luckier, he has a beloved Nero ^^
