To me, his greatest claim to fame should be "the vampire who invented reverse necrophilia". No joking or trolling, I mean that and it took a while to sink in.
I mean, he DID sire illegitimate kids with genitals that are not even his to begin with ! And yes, he COMPLAINS in Part 3 that he still cannot control JoJo's body. he did not "absorb" it or "rewrite" the DnA. If he did, the Joestars would not even HAVE access to their stands and there would not even be a Part 3.
It's not an "Araki forgot" moment but more an "Araki did not think the implication through". And you know what ? Much like the OVA, it redeems Part 3 DIO in the horror department for me so I dig it.

Anyway, have a quote and the fitting theme for the versions I actually find awesome (yeah, only the 1st is from the manga because that's really where Araki peaked with the character... a shame he's ashamed/dismissive of Part 1. Oh well...)
