He was, and it was pretty terrible. (Seriously, go to youtube and give it a watch. There will be much Lol'ing. 
To be totally honest, I kind of resented him as a wasted regeneration for a long time. But then I found a flipping ton of radio plays staring Paul McGann as 8, and suddenly 10 found himself sharing his spot as favorite with him.
