So, does Terragen create actual map data or just pictures? I wasn't able to find a clear answer online.

To be honest: I don't know, because I use Terragen to create or better "generate" random fractal landscapes, starting with a preset. I think you better pose your question at the Terragen-Homepage (planetside.co.uk) or a Terragen-Forum. There are some additional programs or plug-ins called "Geo-(something)" but I don't know if this programs use real map data...
