It was shot in RAW and then processed using photoshop elements and Dynamic Photo HDR. 99% of my work is HDR.

It's a program that creates a image with greater dynamic range from multiple exposures or a single RAW image.

Photoshop CS series does it, or you can find several HDR programs online that stand alone.
