A work for 's BOOKED Contest.
It's been a cold dark night. Was rain.
Claire Redfield who arrived to Raccoon City, wanted to see her older brother, Chris. She wanted to see him so hard, what have forgotten a warm clothes. As the result she has been wet and cold and aspired to find a warm place. And gasoline at her motorcycle almost came to an end.
In the same time, on other side of city, Leon S.Kennedy was on duty in his first day of work. He was a cop. And he wanted to prove his skills.
It was a lucky day, because these two met each other.
Claire: - Wait a minute, what i did wrong???
Leon: - You've exceeded a speed.
Claire: - But it's nothing. It almost midnight. There is nobody here!
Leon: - I don't care.
Claire: - Let me go, i need to see my brother! *resists*
Leon: - Hey, stop it or I'll apply a force.
Claire: - Damt!!! I really need to go!!!
Leon: - That's it, you've been arrested *got her hand for a back, and pressed to a car bumper*

I dunno how to start When i've seen the rules about this contest, i already knew what to draw. It was simple in my head, but in the end it came out differently =_= Well i like it anyway.
I want to say what the size of this work very small
I wanted to make it bigger, but background was too small and in the end, meh, well you see the end 
I really love a rain on this work ^^ I will be practise more
I enjoyed it very much My fav part here it's Claire's and Leon's pose
It may look sexy or rude, but i really love it And it natural pose at the arrest I should draw more such poses, i like how came out a Claire's butt on my sketch 
And of course i wanted to change the first meeting between Claire and Leon ^^ Make it different and completely ordinary. No zombies or Umbrella Corporation. Claire just want to see her brother, that's all
Bad bad Leon, how he could arrest such wonderful girl??? And made it in SUCH pervert way? I wonder what he think up
Well i hope you like this work too. Actually this wasn't hard work, i just didn't feel aspirations, what to finish this work quickly. I droped work on sketch 10 or even more times, so.
But my "hard" work behind now

Not smart on her part, but his methods are sloppy and he rushes too quickly to make an arrest. Β That won't look good on his review. Β I'm guessing you've never actually been pulled over? Β There's a process to it, trust me. Β Go on YouTube. Β It has videos galore on this stuff.

Yeah, pull-over-ees usually don't get arrested until they've proven way more uncooperative and dramatic than that.Β (see my rewrite of your story below for an example)
Or if it's painfully obvious they're drunk or have weapons or are transporting some kind of drugs.Β Or if they're obviously involved in a kidnapping, or have an outstanding warrant for something else not related to the alleged traffic offense.

In my own cast of Gerosha characters, so far, only maybe two of them (Marina and Andy) have ever been involved in a traffic incident.Β Of the 40 or so main heroes in The Gerosha Chronicles whose heroics ever lead to brush-ins with the law, only 10 of them face any sort of quasi-realistic felony charges.Β
Most are either acquitted/freed, given slap-on-the-wrist penalties, are paroled pretty quickly, or escape to live in exile on an alien world.Β One gets mentally institutionalized, and three get hard time.Β The other 30 were all pursued on really absurd charges; but wind up in witness protection when the truth is revealed, and are treated like parolees anyway.Β
Yes, in Stationery Voyagers, a traffic accident is part of Pextel's origin story.Β But there aren't a lot of traffic incidents in there besides his.Β Cherinob is wanted for being radioactive.Β When not busy slaying demons, she usually surrenders without incident to the law, to protect the environment from herself.Β Volkonir and his friends could only be so lucky as to get merely pulled over.

I don't know how the exact procedure works in Russia, but I'm pretty sure that Claire and Leon's exchange over there would would have been fairly similar to the American system.Β In that case, she would have learned in driver's ed that when pulled over, regardless of reason, you're to attempt to remain calm and encourage any passengers (if any) to also remain calm.Β
Searching the glove box for proof of insurance and registration is next.Β If you're borrowing the car from someone else, have a good story ready, so you're not charged with grand theft auto.Β Realize they will make phone calls to verify your story, so be as honest as possible.Β And of course, have your driver's license ready.Β They'll want that too.
After handing her documents over and explaining herself, Claire should have asked calmly what she was pulled over for.Β Leon would then have no grounds to go on a power trip, and would fail to impress the others at the station if he clearly applied excessive force to the case.Β From there, she should have calmly explained why she needs to see her brother so quickly.Β Even if Leon wanted to be a jerk, she'd be in the right.Β So he'd have to tell her to wait, as he (rather quickly) verified her documents and made a call whether to issue a ticket or not.Β He would then have let her go within 10 minutes, and she'd be on her way.

Again, I don't know precisely how it works in Russia.Β But if you wanted her to get arrested in the States, here's how it would have played out:
Leon: "I need to see your license and registration..."
Claire: "What?Β I didn't DO anything!!!" < - (Never say that.Β They never believe it.)
Leon: "Roll your window down, all the way, ma'am!Β You did so!" < - (For their safety.Β Too often, half-rolled windows indicate gunplay about to happen.)
Claire: "I...I gotta get to my brother's house!Β Pronto!"
Leon: "A little *too* pronto.Β Were you even watching your speed?" < - (A lot of US officers like to snark.)
Claire: "No...it's deserted out here!"
Leon: "That's irrelevant.Β Any old deer or coyote crossing, or sudden cloudburst, or what not, at your speed, and you'd lose control.Β It's too fast, and this road has its limits for a reason."
Claire: "Oh, whatever!" < - (Show of contempt.Β Very bad idea, but very common.)
*Claire rolls window down, hands over documents*
Leon: "I'm gonna have to ask you calm down..."
Claire: "F*** you!Β I need to see my brother!" < - (Obscene words like this are seen as an act of hostility.)
Leon: "Be patient, and you will!" <- (Oftentimes, an insincere promise.)
Claire: "This is f***ing ridiculous!!!" < - (Seen as further evidence she is unruly and hostile.)
*Claire pounds fist on dashboard* < - (Implies she is dangerous and combative.Β Officers will assume the worst.)
Leon: "Calm down!"
Claire: "Just process the d*** documents and get this over with!" <- (Disrespectful tone = contempt of cop.Β Not an actual criminal charge, but can get you arrested anyway.Β And in some cases, may lead to actual charges later, depending on specifics.)
Leon: "All right, I don't like your attitude.Β You need to cool your jets!"
Claire (pounding fists, acting hysterical): "I...GOTTA...GET...TO...MY...BROTHER'S...HOUSE!!!" < - (Seen as throwing a temper tantrum.Β Also known as disorderly conduct.Β Could be considered anything from a minor infraction to a misdemeanor, depending on how far she takes it.)
*Claire lets out ear-piercing scream* < - (At this point, he can charge her with disturbing the peace.)
Leon: "That does it!Β Step out of the car!Β You're out of control!" <- (At this point, she has no real option except to comply.Β And if she struggles, he can add resisting to the list of charges.)
