I remember this story. I liked it a lot. It inspired me to write a story in my manga, Secret Agent Fangirl that hasn't been drawn yet. In it, this dude invents a bomb that turns people into chibis. He sets it off in the middle of a city before Kimiko can stop him. He says "Ha! You are all chibis now! You will bow to me!" Kimiko then asks him "Uh... how is this supposed to stop me from kicking your butt?" Not surprisingly, he doesn't have an answer for this.
