This vehicle can move in two modes. 1) The aerodynamic ground-effect craft (Экраноплан), i.e. at the height of 10 meters over a smooth surface: water, snow, ice, the plain, a plateau, etc. 2) the Plane (Самолёт) i.e. to fly as a usual strategic bomber.
Why crossbill? Because, coloring of this military vehicle is similar to a female of Loxia curvirostra (Клёст-еловик). Also he or she is from Siberia ))) and the machine guns which are sticking out of its cabin up and down remind the crossed beak of the crossbill.
