Grizzly Deal is the leader of the trade hub Ursus Rest, a long standing, and one of the oldest slaver town on the east coast of Equestria. Long before Red Eye came to power, much of the slave trade was managed from Ursus Rest, where rules and regulations were enforced. During this time the slave trade was not considered as a horrendous act as it would become, though it still had it's detractors, but most were ignored as those under slave contracts were well cared for, and many often worked themselves back to freedom. There was still abuse, but mainly done to criminal slaves, ponies who would normily be executed for their crimes. Wrongfully enslavement did happen at the time, but most slaves passing through Ursus Rest required plasterwork, and those found illegally enslaving others would themselves be enslaved.

Coming into power during the rise of Red Eye, Grizzly Deals time in power would being with tragedy, and continue to be a time of trouble, in which she would see the collapse of the slave trade due to mass uprisings. Originally passes over as the leader in favor of her brother due to her support of Red Eye, Much of Grizzly's family would die in a raider assault, of which she untenably put into motion. Filled with regret, her relationship with Red Eye would strain, and only grow worse as Red Eye would become a tyrant, using slaves as a disposable workforce. When the slave trade would begin to collapse in on itself, Grizzly would take the oppertunity to use her family's vast wealth to buy and free the slaves, as well as shut down the slave market, an action she believed would not just save her life, but that of her daughter.

Left in debt due to her actions of shutting down the slave market, Grizzly Deal would ultimately sell the land rights of Ursus Rest over to Gwadina Grimfethers, the leader of the newly founded NCR, ending her familys over 100 year rule. In need of ponies/griffins she could Gwadina would higher Grizzly on as a buricrat, full knowing that Grizzly was still seen as one of the surviving slaver lords. Despite her reputation, most ponies trusted her abilities, even voting her in as a governor, of which she would later serve under Calamity, supporting his explanation through friendship plan.
