How do you make stuff look 16-bit like that? Does the cpu do it during conversion or is it a filter, or... I see alot of people doing it. How are yall doing it?

I am not exactly sure what your question is - this is pixel art, you draw every frame on a pixel level and then just play the animation - in my case in flash. I hope I answered your question
