Most the taskbar icon changing apps I found out are fine with PNG's. Well if you need one you export the PNG to a BMP in a image editor like GIMP. My editor InkScape currently doesnot perform accurate BMP encoding. Moreover, transparency is BMP is non standard, highly subjective, and nearly impossible to represent in a platform/application agnostic way. A BMP appearing transparent in one application may not be transparent in another. There are lot of intricacies involving them...
