Based on the Marshall class destroyer created by noted Trek conceptual artist Rick Sternbach for ye olde Star Trek Space Flight Chronology (STSFC). Original Patton reversioning by Steve Baron for his fanon Vintage Starships II website (VS2), further reworking and revised backstory by me, Richard Mandel, for my own Federation Spaceflight Chronlogy (FSC). Patton was an updated take of the venerable and respected mid-22nd century Terran Marshall class destroyer built for the Federation Starfleet during the last quarter of the 22nd century (exact date depends on Trek multiverse thread consulted). It was part of Starfleet's first major starship building effort since the Romulan War, although that was hampered considerably by an overly anti-militaristic mindset within the Federation political upper echelons as well as a strong desire to return to peaceful times on the part of the general population. Sound familiar, Khitomer Accords and post-TMP era followers? It also helped (although it hurt Starfleet's efforts) in that no major interstellar wars would take place until after the next major foe of the Federation would be encounted in the early 23rd century (the Klingons), and those reasons are why this period of time is known to historians as the Pax Federationis. One of the consequences of this was that the Federation Council frowned on any "adventuring" on Starfleet's part and repeatedly limited or often outright denied them chances to explore new technologies and design trends in starship construction. The Tritium debacle (STSFC) certainly didn't help matters in this regard either, which meant most of the time Starfleet had to work with what they already had or further develop it as much as they could in order to get around the Council's peace-loving, anti-militaristic mindset. Patton is a good example of how they accomplished that.
Patton was nothing more than the old but war-proven Marshall upgraded with as much new technology as its space frame could handle. It was essentially a stopgap measure by Starfleet in a carefully calulated move to keep its forces as modern as possible without provoking the ire or retaliation of the Federation Council. The original plan was to use the powerful Perth PB-7 warp engines developed for the wartime Goliath battlecruiser project (FASA, Timo, et al) but in the end Starfleet went with later and improved Perth PB-8 models instead, the same that were also being used for the Caracal class command cruisers (Guenther) that had also won approval for construction around the same time. This turned out to be one of the best circumferential warp engines of the era and it would see a lot of use with Starfleet starships in this time. The rest of the original Marshall design was likewise upgraded with the latest in late 22nd century Federation Starfleet starship technology -- weaponry, sensor and scanners, deflectors, internal data systems, crew accommodations, you name it. The end result bore only a visual likeness to the old Marshalls, save for the obvious presence of their newtype warp engines. From the outer hull inward Patton was almost entirely a new ship, made for a new generation but still hiding behind the trappings of the old due to the needs of the times.
Patton would go on to serve Starfleet for the rest of the 22nd century and well into the 23rd before being retired in favor of newer and better designs. A comparable ESLP refit for many of the older Marshalls was also carried out during this time and is known as the Marshall-C upgrade in many reference works (Marshall-B had been a wartime upgrade and upgunning), thus allowing them to remain in Starfleet service as well for just as long. None of the Pattons would escape the scrapper's torch, however, venerated Marshall class member Hannibal would and was eventually preserved as a museum ship. Part of her onboard exhibits include artifacts, visuals, and data displays regarding the later Patton and its unique connection with the older Marshall.
This is fanon, although it's very good fanon IMHO and to both me and many others represents a logical move by Starfleet between the Romulan War and the dawn of the TOS era. What you do with it in your own threads of the Trek multiverse is of course up to you.

TRIVIA - Marshall is named for famed American general George Marshall of World War II and postwar fame (i.e. the Marshall Plan). Patton is of course named for another famous American general from the same era, George "Blood and Guts" Patton.
