This is an image I made to go along with the article I wrote on the unfinished and unreleased Resident Evil Outbreak scenario known as the "USS Scenario" by fans (actual name unknown), which wound up being the beta version for what became Outbreak File 1's "Below Freezing Point." This earlier version of the scenario is centered around a Umbrella Security Service team (USS) lead by the enigmatic HUNK of RE2 fame, set before the events of RE2, as they penetrate the Underground Lab below the Dead Factory in an effort to find out what happened to the USS team that was supposed to retrieve the G-virus from Dr. Birkin before the T-virus Outbreak went down in Raccoon City. All of the USS characters that appear in later retail scenarios, most notably in "End of the Road," were originally created for the "USS Scenario" and got farmed out once it was decided to revamp it into what it became for final retail. One that got dropped along the way was Miguel, seen here being held up by HUNK, who had been injured in the attack by G-Birkin and eventually wound up turning zombie as the scenario progressed. Another is the unnamed older USS member I came to call the USS Commander, whose unimplemented model can still be found buried in the retail game data. It's been my personal theory that Capcom rewrote this because of it being too USS-centric, with the player characters serving mainly as step-and-fetch-it tack-ons. The final version centering on Yoko's mysterious past and her own connections with Umbrella is better storywise, as it gets both the Outbreak main characters and the players more involved with the events being depicted. That's just me as a writer in my own right, though. You probably have theories of your own. Ironically, the later non-canon game Operation Raccoon City would cover in its first scenario much of the same ground that the older unreleased "USS Scenario" for the Outbreak series dealt with in the first place, and it's my understanding that said ground has been revised even more by RE2 REmake.
