Description
The majority of the Conscript forces live on a fleet of abandoned fishing boats and Ice breakers docked just outside of City 17, which have been converted for long-term habitation. Although in recent years the city has been experiencing an unusual population surge, forcing the Combine to integrate these makeshift dwellings to allow Citizen regulars as well. Over time the area has deteriorated socially, and as a result the "Barracks" have become a breeding ground for illegal activites such as gambling and contraband smuggling.

Due to new recruits and citizens awaiting processing into other cities (which takes months and in some cases years) the boats and surrounding docks continue to grow rapidly, with shacks and temporary housing in many cases going up literally overnight. As a result, this side of the city maintains it's own separate Civil Protection units so as not to drain resources from the city proper.
