hum I like the one without better but that's a personal feeling I think...

You used very bright colors and the tone of this picture is more like summer, a realy warm tone. the dark clouds are a to different from the rest, it changes totaly the picture, and as they are more detailed, they stand out even more. Plus, the sky is filled up with them and they look pretty huge compared to the building, so not only it changes the mood of your picture but it changes a lot about the perspectiv and composition.
I like this one better because the buildings and the colors are the main subject of attraction of the eye.
So yes I like this one better but it is only my opinion and, well it's worth what it's worth

Well, I totally agree. The first one gives more a feeling of real watercolor painting and the seconds one
(with the clouds not) Comparing to the background, the foreground colors are to light (or vice versa)
The version with the clouds, was a request by one of my watchers. I'll keep working on this on....
