I'd have to agree on the comments on the building... not a fan, and I am not entirely sure what the red actually is. The character itself is good, once again. But I don't really like the sharpness of the shadow under his/its chin. It really gets the "I have a virtual head" or "My head is floating in fluid" or "this visor is really really thick" look.
Overall I am convinced of his status as "evil overlord" for sure.
