Actually this picture is invalid: The guards at the door wouldn't have let the yellow one in, so she would have no way of meeting the trolling phoenix.
Unless the bird decided to fly to Flutters and burn up in front of Celestia's very eyes... I kind of prefer this explanation, showing how everyone is so mean to Flutters while she is still caring for them.
