A Picture I made of Phoebe, the Ghost themed member fo the Hoenn Elite Four from Pokemon Omega Red and Alpha Sapphire in a blue bikini. Her bikini is based on her hula outfit without her skirt, but her top is smaller. You mean because she's wearing a Hula-girl like outfit with a bikini-top and sarong, with bare feet and a blue colour theme? Yeah, you might think water. But Wallace was already the water-type leader, so two would be redundant. Did you actually go into an Elite Four Battle with her prepared to fight water, and get surprised by Ghost type? Or did you just mean she looks like she should be water?
