Of course, for day-to-day measurements, weight and mass are mostly interchangeable, so you can use kilograms for weight*. For my hypothetical scenarios and fiction, I tend to be very careful in specifying that I'm talking about the mass of an object when using kilograms, because mass is invariant, whereas weight depends on the acceleration due to gravity.
Are your countries—Megania, Falc, Albornoz, Rupia, etc—on an alternate Earth, a planet with gravity identical to that of Earth, or a planet with different gravity compared to that of Earth? If either of the first two options, it's OK to use kilograms for weight.
*A pound can be used both a unit of mass and a unit of force (weight), so it's still more technically correct, though with none of the refined logic of the metric system. If you want to measure weight using a metric unit outside an Earth-like gravity well, use the aforementioned Newton (N, the force required to accelerate a 1 kg object at 1 meter per second per second) or the kilogram-force (kg_f, the force required to accelerate a 1 kg object at 9.80665 m/s^2 (g_0, or standard gravity ), equivalent to 9.80665 N).
**It's more like in some systems (yes, plural) the pound is the unit of mass and the poundal is the unit of force, in others it's the unit of force and the slug is the unit of mass, and in others it's both mass and force, causing the standard acceleration to be 32.174 ft/s^2 instead of 1 ft/s^2. Yeah... you can see why metric is better.
