From the file 'Alert Order' in Resident Evil 4. I took this screen from my PC copy of the game.I wish you could get a proper look of these photos, especially without the text over them.

All photoes, I assumed that they were took when he was in U.S. and London( for the left one if you notice some tall building like Big Ben tower).

As a gal from London, I dont think that building is Big Ben. Although it is possible that they were taken in the US before he came to Spain. Who knows?

Nice! Me too, wonder what city this is and why Leon is wearing the exact same outfit as he is in the game down to the fingerless gloves. Seem a bit random.
My best theory is that this is in Madrid and Leon is on his way from the airport to meet the two officers that drove him to the village. But how did they know about Leon already then?????

Capcom might have been lazy giving Leon a different outfit for the photos. My question is how did someone from the Los Illuminados get a hold of these photos to begin with? The most logical explanation I can think of is Krauser O.o

Yeah it has to be Krauser. He's the only one besides Ada that knew Leon was on his way to the village. He probably took them, handed them over to Saddler that again gave them to Mendez.
