I had seen a tutorial on making hair textures in Photoshop using Filter>Render>Fibers...but unfortunately, my results can be a bit wonky.
I'll have to try your suggested method.

Sorry for the delay in answering,
unfortunately i made this suchΒ a long time ago now, that i cant remember all the steps ,
except it was made in photoshop (7,!)
using the render, clouds and then using motionΒ blur
finishing with dodge and burn
if you google there are some tuts out there to help with the rest
