I stg this thing. It's like the hardest thing to draw on any of my characters.
Butters is the only merm I have whose fins have no level of transparency, but this thing is so hard to draw that I felt I should probably make a reference of what it looks like since I draw it so inconsistently. It connects at the back of his neck and runs down his spine, as well as being connected to the back of his arms and finishing just under his elbows.

It's designed like a leaf and it can be used to aid some level of camouflage; since Butters does not live in the ocean. It's partly the reason why he's so good at hiding (his very large tail fins also help with this) but I swear drawing this thing is actual pain.
Stuck a bust of him in there cause it looked weird having a picture with only the back of someones head in it xD And for some reason I always forget to give him gills idk why
