You know, I don't actually know! He's always rumored to be but we haven't had any kind of conformation that he actually is. We don't know that much about him at the moment so we don't know for sure.
There are a lot of things about him that suggest him to not quite be human, though. His skin could be attributed to a skin condition but he also has slit pupils, fangs and a forked tongue. Not to mention he can understand what snakes say! Those things are much less explainable so for all we know he might indeed be part snake, such as a genetic experiment or something spliced with snake DNA. The series has definitely confirmed that genetic experimentation exists in the BB world, since Finny is in fact a genetic experiment! :0c
I'm very interested to find out more about him in the future though~
