Gaara the Kazekage in battle.
You were undecided on Killer Bee or Gaara so I had a hard time choosing between them. But as soon as I thought of tentacles I opted for the jinchuuriki of the Ichi-bi, Shukaku.

This was done with pencils only so forgive me if it's a little blurry..(my phone camera has lame resolution )

Indeed they are tied....though the only thing that sucks is that he has to wait five seconds between each attack T^T (nagato)

It actually depends on the power of each attack. Like how the atomic-bomb level attack made him have to cool down a lot longer. X)
But Gaasra's sand is still really cool. Even without the Ichi-bi.

I was sad when the Akatsuki caught Gaara T^T (but that's when I started liking Deidara (I have no idea if I spelled that right >.>))
