I can see Danny turning these two good and unintentionally getting them to love him.
With Ember, he starts spending time in the Ghost Zone trying to learn more about ghosts and Ember is the one that he learns from, mostly since everybody else is busy, would try to kill him, or just wouldn't work (I can't see Youngblood doing this, despite being a good kid, if a prankster). As Danny learns more about ghosts, he learns more about Ember, who learns about him in turn. They later realize they've become a couple when they kiss each other and don't know who kissed who, but do know they enjoyed it greatly. Sometime later, Ember would try and pull away, thinking that because he's a good boy and she's a bad girl, he's going to ditch her in the end. Danny'll be pissed and pin her up against a wall and kiss her, then yell at her for being scared and trying leave him when she knows he loves her; news which shocks her to her core. Danny convinces her to have them stay together, Ember slowly realizing she loves Danny too. Though she never stops being a bad girl, she does stop being evil, and just kind of goes neutral, the girlfriend of the local hero.
With Desiree, it's simpler. As Danny learns more about ghosts, he tries to understand them, thus tries to understand her. The next time they cross paths, after the fight, he releases Desiree and asks to just talk to her, so he can learn more about her and understand her, why she does what she does. Eventually, Danny figures it out, that all her life and in her death, all she's ever done is grant the wishes of others, never having her own wish granted, to be loved unconditionally. So, Danny wishes for her wish to be granted. Desiree grants it, but nothing seems to happen, and they wonder why. Peacefully, they go their separate ways. Later, Danny finds Desiree injured, apparently no longer having the power to grant wishes, and takes care of her, despite it being an inconvenience to him and how he gets nothing out of it. When she is better, she thanks him, and gives him a kiss as her personal reward. And in kissing him, she realizes why it seemed like her wish had not been granted, because Danny already loved her unconditionally, growing into the feeling from their time spent together. Knowing this, she stays with him, realizing that she too loves him, for everything about him, and never once does she regret it.
Also, following my pervy side a little in addition to my romantic one, I can see Danny getting both these girls, who would be pissed at each other at first thinking the other was trying to steal Danny, then later learning how and why they each came to love him, which is basically the same, and hate the thought of taking away Danny because they know how painful that would be, and Danny cares too much about both of them to be able to choose. So, the girls decide to share him, seeing as Danny really is that great a guy.
Plus, it's not like they will find themselves lacking attention from him once he masters his duplication ability.

Two women whom I would spend an eternity to show them that love exists. Look at their history on the official wiki, both show that these two died miserable and unloved. I would do anything to show them that they could have that precious someone.
