Confirmed, it is the flag of Morocco (not displayed that lines overlap because the image has poor resolution)
Used the Morocco flag to represent the Spanish African army (the territory of Morocco, which once belonged to Spain) he was one of the groups that supported Franco's military coup.
And as the date of the image is 1939 does not lead to understand anything else, because the Jewish flag was not adopted until after the IIWW (1948). Although it was adopted before, no way Franco was going to wave the flag in one of his rallies.

You are most certainly right, there seem to be different versions of Morocco's flag, one of which looks exactly like the one in the picture.
Of course antisemitic fascists wouldn't use the flag of Israel in their meetings(if it had existed by then).
