It is a bit more then a theory, without using the wiki name one other teen male dragon.

I mean. Her brother doesn't have to be a named dragon. We saw Gable hanging out with tons of teenage dragon during the migration episode.

But what would be a better story? Her big brother being one of those unnamed dragons and/or a new one, or her brother being the one trouble making dragon we all know doesn't like her new friends and teachers

It certainly makes for a better story in this instance since Garble doesn't like Spike.
I'm just not a fan of relationship convince. So often when a new character appears people instantly try make them related to a more prominent character.
It feels a bit lazy to just try make every character related unless that is some kind of theme of the work, or like in this case, can lead to actual interesting stories.
