This character has a great design. The colors are really good and very striking.

Though The colors you used for shading look kind of muddy. It looks like you went for colors that dip more into the grey spectrum of colors for the shading. I would duplicate the layer where you have your flat colors and experiment with colors that you could use so that you can find which ones really make your character pop.

In the face particularly is where the shading becomes even distracting. The half of the face that's shaded kind of all becomes one tone and you kind of lose the features of the face because the skin from the chin up. The only thing to break up the face is the lines from the eye and the color of the eye. And sadly the tone of the hair matches the tones on the skin so much that it kind of gets pulled into being just flat in essence.

But the other half of the face where there isn't so much shading looks fantastic aside from the muddy colors. There isn't anything that's super dominating between the base color, the shading, and the lines.
