This is Cleo, one of the three superhot girls in the Australian series H2O Just Add Water.

She entered the series without the ability to swim (quite ironic, isn't it?). But after visiting Mako Island under a full moon, she gained the ability to manipulate water, and the biggest surprise came to her in the bathtub: contact with water turns her into a mermaid. Guess we can rule out hydrophobia on that one now. It was funny only on American Dragon. Let's not repeat that joke.

This shot was taken at dusk in a lit, sealed off pool. She is "bending" (lack of better term) the water to form a heart.
