Selimin doesn't stick with Cheva out of fear, but because he really cares for and loves her. A few Neo-Ceknyurians are still very much bound to those they love, but usually have no idea how to make them Neo-Ceknyurians or would rather come down and be like they used to be and be happy with those they love.The deep ocean can be very scary for the unprepared.

Suppose she starts to get paranoid that he will find out about her and snoops through his things. And suppose she finds a porn stash. Selimin and Cheva re in love. Bleera tell Seliimin able Cheva, and so there is no concern of him finding out.
It would be a tense scene, in which Selimin explains that he knows. Cheva might be confused even upset, but in typical Aphkian, or just reasonable, regardless of species, behavior, she is relieved that she doesn't have to hide that from him and as a result her shape-shifting as well. After all, being a shape-shifter is barely a concern compared to be a cosmic being.
They might "do it" but that is not open for discussion.
