Not computer flash... tattoo flash. Basically, it needs to have two separate images, one of the full image, and one of just the black outlining, they do the outline first and then the color.

Stroke path (sim. pressure)
Lock transparency
Gradient
Copy layers
Gaussian blur
But you can't do it the way I did, you'll have to draw it out.
No pen tool in elements.
