I guess these are mostly meant to be anti-personnel missiles, convenient to be used against ISIS terrorists!

They are short range tactical unguided rockets to to do what you said they do. They have enough range to stay out of return fire so they can lob all they want since ISIS does not have an airforce. The first three are Iranian with the fourth Tropican improvement, mostly just wider diameter to improve range.
