This is just something that popped into my head, and yes, those are hair loopies. Before you jump to conclusions, this isn't Katara in will-o'-the-wisp style, I just really like drawing hair loopies. They're fun and I thought, what the heck, why shouldn't I draw it with hair loopies.

These are just some sketches that I did. After I did the first one in the left hand corner I liked it so muche that i drew more till it filled the page. Then along the way I thought to myself, "you know I've never heard of one of these little guys getting really angry." So I thought, "Hey, maybe they turn colors depending on their mood. That would be cool."

So the red one isn't evil, although it kinda looks like it might be, it's just angry.
