Officer Katelyn was just walking her beat when she couldn't help but notice the suspended individual.
BUT Abelle had made that suspension wire with her morpher powers, SO when she lost her concentration, it lost it's tensile strength.

That's still probably more of a misconception, BUT it's a crowd favorite, so it happens often enough... It also makes it easier plot wise.
