As for why her proportions, height wise seem off, it's because she's also 13ft tall, so those blimps are even bigger than you'd think.

Her personality is as follows, she's an incredible ruler to the people, but she can be an incredible bitch to those she knows. She also requires a personal tailor, who's most likely being run ragged at the moment, as her husband, the Emerald Emperor, Verdant has taken up the habit of declaring sovereignty over pebbles just to annoy her.

I also had the idea that the empire was a matriarchy, choosing their husbands, and the females of the line all have abilities, something similar to Emerald here, she has a daughter, whose flat-chested at the moment, but that will most likely change...
