Hmm... I'll try to put it as "clean" as possible:
-Got a photo
-Outlined the prominent features with Paintshop (shape tool.)
-Winged the hair
-Made a bunch of circles, and sent them to the bottom.
-Made long ovals, and used triangles for the "stems"
-Cut out parts of the ovals to look like feathers.

You have a good sense for composition. In most of your pieces you've done a really good job of creating "figure/backround ambiguity", that's the stuff that really makes them pop. I'd love to see any of these done as woodcuts or silkscreens, some texture from ink & paper contrasted with your colorblocking would be really nice.

I like the in-your-face colors and bold style. The colors and shapes make it seem something like pop art or advertising art, but the way the woman looks and the falling/floating feathers really give me a Native American/spiritual feeling.
